Algeria, Libya, Morocco and Tunisia should go beyond security and military measures to address persistent local grievances and tensions that ISIS has proven adept in exploiting. In this sense, and while ISIS does not consider the Maghreb its main arena for any of those three forms of activity, how it performed in the region, and how states reacted to its rise, tells us a lot about the organisation. To much of the outside world, Tunisia is known equally for its relatively successful democratic transition as for the fact that it boasts the highest ratio per capita of people who have joined ISIS to fight outside their country. Progress has been made to address several of these matters, but not all, and almost certainly not in a sustainable manner. Its propaganda emphasised perceptions of injustice shared by large swathes of the population — particularly those from marginalised regions and poor urban peripheries that most often encounter state brutality, corruption and social exclusion. Libya tells another, even more striking side of the story. The fact that, with Western assistance, Libyan forces were able to oust ISIS from Sirte shows that superior military force can vanquish the organisation, a reality that has also been made evident in Mosul, Iraq, and will be soon in Raqqa, Syria. Previous waves of transnational jihadism, after all, mutated or lingered as manageable nuisances for many years until a new window of opportunity appeared.

In France, a manhunt was under way for two brothers suspected of carrying out Wednesday’s attack on Charlie Hebdo, a satirical newspaper which had published cartoons of Islam’s Prophet Mohammad as well as other religious and political figures. Ten journalists and two police officers were killed in the attack, which has raised questions of security in the Western world and beyond.
Many Muslims consider any depiction of the Prophet Mohammad to be against Islamic law. AQIM has in the past killed French hostages in North Africa, and also clashed with French forces in northern Mali after Paris launched a military offensive in to dislodge Islamist fighters from the area. Emmanuel Macron, President of the I was very hesitant to come and address you today. Nevertheless, I wanted to honour a tradition and I questioned whether it would be better to stay at the G7, which has just finished; I told myself that the only risk I was running was falling short of the results achieved, of what we had collectively achieved, but I think that this shared moment ahead of the work you are going to carry out has a purpose.
First, because this is the third time that we are meeting in this format and because it is very useful to follow up, and doing so after the G7 which France has just hosted makes even more sense.

For two thousand years, the city of Paris has been defined by the implacable logic of center and periphery, of included and excluded. Before I moved to the banlieue of Pantin, a town of about 55, people on the northeastern edge of Paris, I was unaware of how much this logic shaped my perception of the city and its environs.
I had traveled just a few stops on the Metro from my Paris apartment, yet I felt like Alice blinking on the other side of the looking glass. My mental Paris compass, deprived of its usual cardinal points, was spinning.

The meeting was devoted to a review of railway cooperation in the Maghreb region and to plans for the future integration of the rail systems of Morocco, Tunisia, Algeria, Libya and Egypt. Mrs Derbel, who currently chairs the Maghreb Rail Transport Committee, spoke of the progress made with regional cooperation projects, and encouraged the various partners to step up the closer collaboration which would enable joint priority projects to go ahead.
The technical experts invited gave presentations highlighting the opportunities for greater interoperability between railways in the region. Whilst the seminar focused on improving railway safety, it also provided an opportunity to discuss and share experience on accident typologies, investment, and global good practice in this area. He welcomed the railwaymen and women of Tunisia and the African Region, and hailed efforts to improve the standard of rail services in the region, especially those aiming to improve safety.

This article presents a synthetic map of the spatial dynamics of gentrification in Paris since the s. While the notion of gentrification has given rise to numerous studies since the s, in particular in Britain and North America, very few researchers have focused on the spatial dynamics of this process in a given city, or made attempts to map the phenomenon. These different sources enable an interpretation of gentrification as a process of spatial diffusion from centre to periphery starting from a historical core in the beaux quartiers of the west of Paris.
This confirms the analyses reported by the Anglo-American studies, in which gentrification appears as a process of social conquest taking the form of a pioneer frontier. The aim of this article is to present an original cartography of this process using the example of Paris. The term is used to refer to a particular form of embourgeoisement or upward filtering in working-class neighbourhoods which entails changes in the habitat, in the public spaces and in the retail trade landscape.
Gentrification, a process of conquest of working-class neighbourhoods by the middle and upper classes, can be viewed as an adaptation of the earlier urban space to the present state of social relationships. Nevertheless this process, which derives from structural factors, does entail conflict, and supposes deliberate action by a variety of different actors Clerval, Nevertheless, this synthesis has not been backed up by a map enabling visualisation of the spatial dynamics of gentrification in London since the beginnings of the trend.
The contribution of the present article is that it offers this cartographic base for Paris, derived from varied sources, more robust than mere observations in the field. To enable an analysis that is at once global and detailed, the choice was made to restrict the field of study to the city of Paris: this does not imply any denial or neglect of the process of gentrification in the suburbs, but the aim is to trace the beginnings and the different phases in the process in the centre of the.

It’s just that the [AQIM] people are engaged in a murderous escalation. There is a military option which is being imposed on us. AQIM has consistently targeted French interests in both word and action. Mauritanian security forces and 20 to 35 French soldiers supported by planes circling overhead launched the operation from an airport in Tessalit in northeastern Mali.
Even if Germaneau died prior to July 24, the rapid response shows the flexibility of the AQIM organization to adapt based on developing events. Beyond command-and-control and communications, the group also appeared to provide false intelligence to the French, perhaps causing Paris to commit force to an operation already under development by Mauritania to pre-empt an AQIM operation under the belief that AQIM was holding Germaneau at the raided camp. The movement views its opponents in the Algerian government as remnants of the French colonial overlords that Algerians defeated during the Algerian war for independence.
AQIM has only killed one other Western hostage.
In February, Egis presented to the municipality of Tallinn Estonia the results of its study on the optimization of a connection between the future Ulemiste station of the Rail Baltica RB high-speed railway line project and the passenger port of the Estonian capital, from where ferries depart for the Scandinavian countries. This megaproject foresees the construction of a new railway line from Tallinn to Warsaw, via Latvia and Lithuania, but also integrates the development of new infrastructure options at the regional level.
In Tallinn, the tramway line should allow the short-term continuity of the route to the port and therefore to the Scandinavian countries. In the longer term, an extension of the high-speed railway line through a tunnel to Helsinki could be created. The study produced by Egis was based on technical and economic aspects and took into account various criteria such as urban integration conditions, speed, the scale of investments, maintenance costs, etc.
The Egis teams analysed three options, and the one chosen is for the development and operation of the existing tramway network.

Algerian President Abdelaziz Bouteflika inaugurated the first underground rail system in a Maghreb country, when he cut the ribbon at a ceremony in a new metro station in Algiers on Monday. After almost thirty years, the new system is finally up and running and from Tuesday it will be open to the Algerian public. Some observers have criticised the price of the tickets, the equivalent of about five loaves of bread in Algeria, but Transport Minister Amar Tou insists that the cost is subsidised by the state.
There will be ten metro stations and extensions to the line are already under construction, while at least two more lines are planned to serve the city of three million people. The system was built by Siemens France, Vinci and CAF, who won the contract after it was put out to international tender. Eric Cazeaux, Director of Division Rail Systems at Siemens France, hailed the success of the project and highlighted the contribution made by Algerian engineers and technicians.
It’s hoped that by the metro system will cover 40 kilometres of the Algerian capital, and a new tramway system is scheduled to open in May. Algiers has finally become the second city in Africa to have a metro system after Cairo in Egypt following decades of problems with the project, which was suspended due to lack of funding in the s and then again in the s during the period of civil war. Virtual currencies VCs , including cryptocurrencies such as Bitcoin, have gained considerable popularity over the past several years. Although VCs have many potential uses in everyday life, they often carry an association with illicit transactions such as purchasing illegal drugs on Dark Web marketplaces or in ransomware attacks such as WannaCry , which affected companies and government agencies including the British National Health Service in Whether this reputation is justified is difficult to ascertain objectively, as it has proven difficult to accurately measure the degree to which VCs are used for criminal activities.
Regardless of the proportion of illicit transactions, it is clear that VCs are being used in innovative ways by criminal organisations although these organizations still prefer cash , which remains fully anonymous. This use by criminal organisations has spurred on considerable speculation whether VCs are also being used by terrorist organisations. However, there seems to be a lack of analysis of the actual and potential danger emanating from terrorist organisations using VCs.
Instead of overregulating VCs, the authors recommend a measured approach, which also appreciates the financial intelligence gathering powers that VCs can provide. Specific evidence of terrorist groups using VCs is scarce. The existing evidence predominately relates to crowd-sourcing and fundraising activities among those sympathetic to terrorist ideologies and is primarily anecdotal in nature. The most concrete example is provided by a former CIA analyst , who described how the propaganda arm of a number of designated terrorist groups in Gaza called for Bitcoin donations as part of its regular funding drive on Twitter.
